I know my community has designated community recycling centers, but is there any other way to dispose of used CF bulbs safely? Do any large retail chains take these bulbs back, or do they only sell them?

I'm not sure where you live, but there are several alternative options for disposing of CF bulbs:

1 - IKEA offers free in-store CFL recycling

2 - ACE hardware offers the service at many US locations

Or the following online resources may also help (USA only):

  1. Earth911.org can help you find locations to recycle just about anything you have to get rid of.

  2. LampRecycle.org has an extensive list of the Association of Lighting and Mercury Recyclers (ALMR).

  3. The Environmental Protection Agency has a useful map and listing of all 50 states to help find a safe recycler wherever you live.

  4. Lightbulbrecycling.com can help if all else fails; they'll send you a handy, postage-paid plastic pail which will accommodate about 30 CFLs.

You can take your cF bulbs to homedepot, they have a collection box near the customer service centre.
