I'm helping to improve the efficiency on a very old (1900?) house. It has major thermal envelope gaps. One problem is that there seem to be drafts between the base of walls and the floor or foundation.

Will a caulk work here? The gaps seem to be under 1/4". What kind of caulk should I use?

I've used expanding liquid filler to plug gaps with success, it is easy to apply and has good thermal properties because of all the trapped gasses. You can buy it from all good DIY shops. This video shows you how to apply it.

If you do go this route, do a small area first and take care when doing so as it really expands, so it is better to put too little than too much. If you do apply too much, wait until it has completely cured then cut any excess back and sand flat.
